The Project Charter is created in the Initiation phase using information gathered in the Assessment phase. The

aim of this document is to ensure there is a common understanding and sign-off of the project foundations before

progressing to the Planning phase.

Inputs typically include:

This section should reflect what is important about your project. Typically, it is the section read by the

sponsor to get a feel for what to expect from this project. Make sure it contains only the high-level points.

2 BUSINESS OBJECTIVES

2.1 Project Description

Describe the business circumstances and identify the corporate goals and objectives that the project intends to

support, as well as how they are measured.

2.2 Business Need

Discuss the logic for the business need- legal, security, technology advance, market demand, etc

2.3 Goals and Objectives

Objectives should be SMART- Specific, Measurable, Attainable, Realistic and Time-Bound.

Some typical business objectives are:

• Decrease costs, errors, reworks

• Decrease processing or turnaround times

• Increase productivity or capacity

• Eliminate backlogs

• Comply with regulatory requirements (avoid fines or penalties)

• Provide better access to data needed for decision making

• Satisfy customer expectations and improve customer service (end-user support)

4 PROJECT SCOPE

Describe the business goals and intent, expected outcome, and high-level deliverables. In order to

minimize scope creep, it is very important to document all aspects of the project that are out of scope as

well.

4.1 Organizational Scope

Provide a list of users, groups, business units, and/or companies that are affected.

4.2 Functional Scope/Requirements

4.3 Cost Management:

A Cost Management Plan will be written by the project team. General statement of how procurement of

goods and services needed in the project will be managed. Example:

The procurement procedures to be followed will be consistent with the Project Management Methodology

and consist of the following processes:

The Procurement Management Plan references the Resource Plan for a list all goods and services that must

be procured from sources outside the Organization. The Procurement Management Plan includes:

• How much, when and by what means each of the goods and services that this project requires will

be obtained

• The types of contracts required (if any)

• How independent estimates (as evaluation criteria) will be obtained

• Who will actually work to procure any item or service

• Which procurement documents will be used

• How procurement will be coordinated with project schedule and budget

• What a Statement of Work includes (e.g., how to describe a product or service so that a

prospective seller can decide if they can supply it)

• A description of RFI, RFP, and other processes (if required for the project)

• Potential sources of goods and services.

4.4 Resource Management:

General statement of how resources will be managed. Example:

The resource management procedures to be followed will be consistent with the Project Management

Methodology and consist of the following processes.

• Lists all major goods and services required in the project along with cost estimates and quality

information.

• Indicates which goods and services will be obtained from sources outside the Organization

• Indicates who is assigned to the project and when.

4.5 Risk Management:

General statement of how risk will be managed. List all potential positive or negative risks that may occur as

a result of formally authorizing this project.

4.6 Summary Deliverable/Milestone Schedule

If known, prepare a high-level deliverable/milestone schedule.

5 PROJECT CRITICAL SUCCESS FACTORS

What constitutes project success, who decides that the project is successful, and who signs off on the

project? In addition to obvious success criteria such as it being on-target, on-budget and high-quality, critical

success factors should also be connected to project objectives and stakeholder expectations. A table may

be created to illustrate this.
