PREFACE

Police helicopter operations are world-wide the most challenging

activities. Many times police helicopters have to fly military style missions but obey

civilian flight regulations and safety margins.

Tight budget restrictions and an increasing demand for public safety

require extremely efficient usage of the manpower and resources.

In Sao Paulo the rescue missions, which save lives when properly

executed, are an additional challenge to the pilots. Economically, the problem is that

most aviation equipment is modern more stress the financial situation.

When I visited the first time GRPAe I was deeply impressed by the

attitude of all person, the professionalism and creativity. In my opinion this police

squadron is the leading police helicopter unit world-wide, and I have worked with

similar units on all five continents including highly recognized squadrons in Germany

and USA.

GRPAe is in the forefront to use technology properly to have not only

the most responsive time but also a very efficient operation.

I was honored when Captain Falconi asked me to be his tutor for this

thesis. His impressive background as pilot, lawyer and engineer by heart put him into

a special position for recommending and implementing technology as tools for the

pilots, the technicians and the administration alike. I tried my best with my 20 years

global experience in this field to help him in his endeavor to innovate and create very

good news ideas.

For me personally, persons like Captain Falconi with their knowledge,

credibility and vision were a reason to move to Brazil. I think Brazil is a country with a

big future. It has soon to grow and people with heart and dedication.

PREFACE

To use Geographic Information Systems, datalink and all the other tools

and procedures Captain Falconi mentioned in his thesis will help to remain the

GRPAe to stay among the very best world-wide and provide an excellent service to

the public.
